If I Click "Open With Jpex Flash Decompiler" Or "Open" Or "Run" Or Anything to Open The
Program, It Flashes The Logo (As If It Were To Open) Then Nothing Happens.

Just The Logo As If The Program Is To Open

I Expect The Program To Be The Newest Build And I Use 64-bit Windows

Cannot reproduce. You can try running ffdec.jar manually.
