No Idea, Most Likely Involves Advanced Settings Configuration

1: Simple User Interface Skin being White and simple (see pictures below)
2: DefineVideo and DefineVideoStreaming Issue (No image can be played when called)

Just reopened it and the white simple UI just popped up

Without Ribbon = this only gray interface.

To the DefineVideo problem - I guess this feature needs flash player ActiveX component
installed on Windows.
How do i install ActiveX?
Currently, Adobe does not have it for download and current version is blocked from
running.
You can use ActiveX when you install older version.
I can't help you with it.
