#840 Noticable audio decrease between .wav and .mp3 files exported

> What steps will reproduce the problem?
1) Dissassemble a swf. The SWF I experienced this problem with is attached. (first file)
2) Find a sound file of choice, preferably a lenghty one, and export it twice; once as
.wav file, and once as .mp3 file.
3) Listen to both of them and certain tones will be distorted noticably.
Two sample audio files taken from the above SWF that exhibit this are attached. (MP3 is
the first one, wave is the second one.)
Note: Chrome seems to fix this sound glitch somehow, please download the files and listen
to them rather than viewing them in Chrome if you use that.

I was expecting the same quality. I am hearing significant quality decrease with certain
tones in the MP3 that I do not hear in the Wave file.

The latest, on Ubuntu 14.04 LTS with java 1.8.0_40. The sound engine is the latest version
of PulseAudio (the latest at the time of writing this that is).

Chrome does not appear to exhibit the strange noises, while all my other audio playing
programs do.
I can't hear any diffrence neither with Windows Media Player nor with VLC.
That's strange. I guess it's a problem with my own MP3 codec then :/
Please could you test it on windows with another mp3 player?
I do not own a computer with Windows on it, although I do know someone who will let me
test it but since he's away for at least one more week I likely won't be able to do that
until next week's weekend. (Not overmorrow, the weekend in next week)
((I may want to point out that "overmorrow" is a seriously obsolete word meaning the day
after tomorrow ;) ))

Yes, after some research I concluded that I have a bad codec.
